Level 3 – 2010 to 2011 Telecom Engineer and Hands-On IT Project Manager using due diligence and governance identified overstated future revenue streams, $3 billion in missing hardware, and overstated depreciation schedules from the acquisition of 5 bankrupt companies.

● Previous bankrupt companies overstated future revenue streams by including non-existent customers.  80% of customers were missing customer-billing data—Level 3 can’t bill a non-existent customer.

● Some customers had not been billed for 5 years.

Qwest– 2009 to 2010 Telecom Engineer and Technical IT Project Manager who worked with back office and provisioning systems TIRKS, COE-FM, OSP-FM, Granite-Expercom, to support introduction of new products metropolitan optical Ethernet (MOE) and Q metropolitan optical Ethernet (QMOE).

Ciber – 2005 to 2006 Telecom Engineer and IT project manager that managed limited project resource allocations on a very short time frame.

● Performed software and hardware security functional testing, by wrote test plans for multiple voting machines from different vendors.  Provided examples on testing for specific conditions, which identified weaknesses in security.  Performed security tests, identified failures, identified voting machines resistant to tampering, identified and documented violations in security.  Even with schedule compressions, all work completed ahead of schedule and under budget.  Publicly recognized by the client, New York State Board of Elections, for my excellent quality of work.

 

Micromedex – 2004 Telecom Engineer and IT project manager who managed a replacement network on a short schedule.

● Given the large number of serious injuries, deaths, and lawsuits from inaccurate prescription dosage information printed on drug containers, architected replacement network to update 80,000 pharmacist's notebooks on a nightly basis to reduce the quantity of incorrect prescription dosage information provided to pharmacists.

 

Boet – 2001 to 2004 Telecom Engineer and IT project manager for commercial bank and managed day-to-day call center operations and upgrades of 21 remote phone systems. 

● Managed financial estimation and budget tracking in assigned projects.
● Designed, implemented, and upgraded a frame relay network to MPLS, increased throughput by 200%.

● One client filed lawsuit against the firm over billing disputes.  I obviated the client’s lawsuit, by negotiating the settlement of billing disputes.

● Discovered excessive employee turnover.  Provided training and positive motivation, sick time was reduced by 27% and turnover was reduced by 35%.
● After detecting exposure to toll fraud; reduced cellular costs by 15%.

NEC SONET Engineer, DWDM Engineer, Project Manager 2000 to 2001

Qwest, our largest customer, decided to stop purchasing hardware, which would have bankrupted NEC.  Project manager who conducted two pilot programs, which restored both technical and social confidence in NEC’s products.  Knowledge of Sonet, TDM, VOIP, operations, construction, network upgrades.  Knowledge of IXC/CLEC inter-company operations and procedures for effective Transport Provisioning and Coordination.

●Designed DLC hardware solution reusing existing cabinets resulted in saving 6 weeks construction time and $240,000 savings for each pilot or ~500,000.00 total savings.  Awarded Brass Plaque by NEC.

● Designed, priced, and recommended digital loop carrier (DLC), SONET, and M13 multiplexor hardware solutions, for Qwest, MCI, Sprint, WorldCom and CLEC customers.  Worked with the Implementation team on new contracts or add on services and managed project installation.

● OC-48 ring exposed to a hurricane, 3’ of saltwater, and 18 “ of muck; was moved OC-48 ring from Miami to 3 cities; project manager who negotiated the reuse of OC-48 ring hardware which saved Sprint $600,000.00. Awarded Brass Plaque by NEC.

● Moved, installed, re-configured, and turned-up DWDM system on-schedule and under budget.

● Designed multiple OC-3 or OC-12 rings; each fed a cellular tower; each Sonet ring used for backhaul traffic.

● Built lab; performed testing on T-1, D-3, OC-3, 10/100Base-T circuits to emulate customer problems in the field and correct the connectivity problems.

 

Black & VeatchNetwork Planning Manager          1998 to 2000

TCI, our largest customer negotiated, and designed network upgrades on 41 citywide CATV systems.  Project manager who managed Engineer, Furnish & Install (EFI) 41 citywide projects upgrading TCI from 270 MHz to either 750 MHz or 860 MHz citywide systems.

● Managed staff of 4 engineers; provided coaching, employee development.

● Reliable vendors weren’t able to supply materials when needed, threatening the success of the project.  I managed hardware budget of $7.5 million; implemented strategic sourcing initiatives that saved $38,000 by volume purchasing of hardware.
